All electric and telephone facilities, fire alarm conduits, street lighting wiring,
cable television and other wiring conduits, and similar facilities shall be placed
underground by the developer. The Director may grant a modification, including a complete
waiver of the undergrounding requirement, after considering the voltage, project size,
and location of the proposed development.
