§ 74-167. Fee for provision of service by city's refuse collectors.
(a)
Every person who receives collection services from the city's residential refuse collector or commercial permittee shall pay a fee for the service. Maximum rates of compensation for residential collection services under the franchise agreement shall be established by a resolution adopted by the city council or in the franchise agreement.
(b)
The city's residential refuse collector and commercial permittees shall bill customers directly for refuse collection service. Except as provided herein, the refuse service charge for residential collection services shall be billed no less frequently than bimonthly. The residential refuse service charge bill shall be due and payable 30 days after the date of billing and shall become delinquent 60 days after the date of billing. At the city's request, the residential refuse collector shall make customer billing information available to the city for inspection.
(c)
The city's residential refuse collector shall reconcile payments by customers against amounts billed to verify any delinquency in payment by customers. The residential refuse collector shall make good faith efforts to collect on delinquent accounts.
