The director of planning and community development shall adopt rules to implement
the various processes generally set forth in this title and the Subdivision Map Act.
The rules shall apply to, but not be limited to, instructions for preparing and completing
applications for parcel maps, subdivision maps, certificates of compliance, reversions
to acreage, and compliance with the California Environmental Quality Act [Public Resources
Code § 21000 et seq.].
