As a condition of approval of a tentative subdivision map or tentative parcel map,
the subdivider shall dedicate land, pay a fee in lieu thereof, or both, at the option
of the county for neighborhood and community park or recreational purposes at the
time specified by the county according to the standards and formula contained in this
chapter.
