Prior to the filing of any final subdivision map or final parcel map, the subdivider
shall pay or cause to be paid any fees for defraying the actual or estimated cost
of constructing planned drainage and sanitary sewer facilities for drainage and sanitary
sewer areas, after the proceedings and other provisions of Section 66483 [Government
Code § 66483] have been complied with.
