With respect to the county and chartered cities enacting this article, it is declared
that this article is enacted pursuant to the authority conferred by their charters.
With respect to the county and cities, it is also enacted pursuant to the police powers
conferred by article XI, section 7 of the California Constitution for the promotion
and protection of the peace, health, safety and general welfare of the citizens within
their respective jurisdictions.
