All zoning and other land use ordinances, building, electrical, plumbing and mechanical
codes, business license ordinances and all other ordinances of general application
now in existence or hereafter enacted by the governing bodies of the county and cities
shall be fully applicable to the exercise of any franchise issued pursuant to the
provisions of this article, and the franchisee shall comply therewith. In the event
of a conflict between the provisions of this article and those of such an ordinance
of general application, the provisions of such ordinance of general application shall
prevail.
