No franchisee shall deny service, deny access or otherwise discriminate against subscribers,
channel users or general citizens on the basis of race, color, religion, national
origin or sex.
It shall be the right of all subscribers, subject only to the payment of lawful rates
and reasonable terms and conditions established by a franchisee or the board of directors
of the cable television commission, to receive and continue to receive services. Initial
subscription to service shall not be denied to any person on the basis of the person's
credit rating or for other reasons relating to economic condition.
