§ 74-170. Owner responsibility.

All charges for residential refuse collection service for any parcel located within the city, as described in section 74-40, shall be billed to the owner of record of any such parcel as shown upon the county assessor's roll as of the date that refuse service is commenced for the parcel. Alternatively, with the prior written consent of the owner of record the charges may be billed to his/her successor in interest to such person, such person's designee, or to any person requesting that such charges be billed to him or her; but in all cases the owner shall be liable for the charges and shall receive a copy of the bill. This section shall apply to all parcels receiving residential refuse collection service.
